 Regionsareacarrieroftheeconomicsociety,aswe,theoverallstrategyforregionaldevelopmenthasalwaysbeenanimportantintegralpartofthestatestrategyandaspatialreflectionofthestatedevelopmentstrategy.  Currently,Chinahassettheobjectiveofconstructingamoderatelyprosperoussocietytoahigherlevelinanall-roundwaytobenefitovero,Chinawillfacegrowingconstraintsagainstitseconomicgrowth,suchaspopulationgrowth,energysupply,,theCentralCommitteeoftheChineseCommunistPartyandtheStateCouncilhavepointedoutthatChinashouldestablishandcarryoutthescientificoutlookondevelopment,devotemajoreffortstoimplementingthestrategyofrejuvenatingChinathroughscientificandeducationaldevelopment,andtakeanewroadforChinasindustrializationimbuedwithscientificandtechnologicalcontent,goodeconomicefficiency,lowresourceconsuming,lessenvironmentalpollutionandwithhumanresourcestobebroughtintofullplay;thateffortsshouldbecontinuallymadetoplanasawholetheurbanandruraldevelopment,theregionaldevelopment,economicandsocialdevelopment,theharmoniousdevelopmentbetweenmanandnatureandChinasdomesticdevelopmentandopeningup,tosticktothepeople-firstprinciple,toestablishanoutlookonall-around,harmefocusedonstateoverallobjectiveandtakeall-aroundconstructionofamoderatelyprosperoussociety,theconstructionofaharmonioussociety,theimplementationofthestrategyof"rejuvenatingChinathroughscientificandeducationaldevelopment"blemswiththedevelopmentpattern,systemandmechanismfromtheperspectiveofstateinterests,andbecenteredontheestablishmentoftheregionaldevelopmentpolicysystemsuitedtonationalconditionsofChinatoguideandstandardreeprinciples:First,aunificationofefficiencyandfairness;second,aharmonybetweenmanandnature;andthird,guidelineofcontinuallycarryingoutandpushingforwardthelarge-scaledevelopmentofthewesternregion,revitalizingtheoldindustrialbasesinnortheastChina,promotingtheeconomicboomingofcentralChina,encouragingeastChinatotaketheleadinthedevelopment,andimprovingtheregionalcoordinationandinteractionmech
